My cache folder is 777, although once in awhile i get the same errors dealing with that folder, and I have to go in and manually clean it out, and then errors go away.

Make sure that the next time you manually "clean it out" that you also delete all the subdirs (if any)..
Before you had set the /cache dir to CHMOD 777 there could have already been subdirs inside it that didn't get their permissions reset. If you just delete everything in there, any new subdirs created later will be CHMOD 777.

In fact, i deleted the old Cache dir, created another one with permissions 777, then played with OR a bit so it could create cache sub folders, then went back in the Cache directory to check the permissions of the subfolders and they are set to 771. Is this my hosting server doing this or OR?.

Hmmmm... Do you know if your PHP server is running in SAFE MODE?
Also, if you look at the cache subdirs and/or files, are they owned by the same user and group as files outside the cache area?

and, am I supposed to see anything within the cache subdir? I don't see anything, only the folders themselves within the main Cache dir. And I don't seem to see any other files/folders with those kinda permissions. But I have been having problems overwriting and deleting new files and folders that programs create and my host has to go in and delete them or change permissions for me so i can delete or edit. Maybe this hosting i have is kinda screwed up.

From what you describe your host is most likely the issue here..
