Admin Panel never shows

The installation seems to go fine, but then when it comes to to the
/admin/index.php?action=configure
part nothing ever shows. I have attempted to install it twice on the same server (since I thought that using a directory may have made some kind of complication the first time)

I also contacted my host and had them check and update everything to meet the open realty requirements.

During the installation, the only odd thing I notice is that when the tables were created, it only took a second for everything to finish.
(After checking in phpMyAdmin, all the tables are created and appear fine)
Also when checking in ftp, all the directories and files are there.
The common file is also properly configured.

At this point I just don't know where to look further.

Check your server error logs. Also make sure your hosting account can make outbound connections on ports 80 and 443 using CURL.

Your server is a mess and is missing a lot of dynamic libraries, you should show that error_log to your host.

Failed loading /usr/local/IonCube/ioncube_loader_lin_4.4.so:

OR definitely requires ionCube.

There are no errors specific to OR in your log snippet above. You are trying to use XAMPP, and if you are "clueless" as you say, this is probably a bad idea and you should obtain a proper hosting account that includes support.

By default XAMPP does not have CURL or ionCube enabled, so you will need to get those working at least. You can obtain support for XAMPP in their support forums http://www.apachefriends.org/f/viewforum.php?f=34

Thank you for the reply. I want to get to know all aspects of hosting and developing websites so I must got through all the growing pains and learning curves. I will double check the Customer URL support but Ioncube is running.

Tip for future reader. I am running windows 2000 with it's oem IE. I downloaded FireFox deleted the database and reinstalled and it worked. Obviously the IE was out dated.
