    Maybe looking there could help:
    http://www.cryptnet.net/fsp/zipdy/

If this doesnt help, i have a few more Links mainly explaining the Theory and Basic Formulas.
You will also need a Database containing the Zip codes related to Geokoordinates:

There is also a German Page, the Author gives the Services online but also willing to sell the Code: www.koordinaten.de
Maybe a waste of Money to pay for it, because its not that complecatet to realize, even i, beeing not really a programmer succeded in building it useing "Filemaker-pro" after reading some Pages i found searching Google.
But i am sorry, i dont have this anymore after a format C: accident, and at the Moment not wilingl to do it again (This would have been part of a well paid Projekt , but after loosing all the work already done i decided to give the work away and forget about).
Besides that Filemaker itselve is not Freeware and not that easy to make it interakt with Php/Mysql - its another World.
It is a Question too if you would or not use the Radius search in Cooperation or as integration with OR, or Standalone ?
There are a handfull other Links too you will find "Googling around" to CommercialProgramms, useing different Kinds of Programming.
But the easyest way in my opinion will be to take the formulas from Mathforum below (there are some more postings inside Mathforum) and hire or beg a Programmer to make it like you need it.

    A commercial one:

And please let me know, after you found your Solution, and which Kind it is...
